Subsidized ("Contract") Testing
 
 
Testing Policies
The Animal Health Diagnostic Center, under contract with the New York State Department of Agriculture and Markets, does not charge for diagnostic tests performed on New York food and fiber-producing animals.   It does, however, charge a nominal case fee in mostof these contract cases to help cover the cost of processing submissions. This case fee will apply to samples submitted by veterinarians licensed to work with New York State producers when such tests are important to the diagnosis of a disease condition in food- and fiber-producing animals in the state.
 
The fee will only be charged in cases that qualify for the NYS contract.  Horses may also be covered by this contract, depending on the history and conditions that may require testing.
 
The number of samples submitted should be reasonable in number and consistent with the history and clinical findings. The Laboratory reserves the right to modify test requests for contract submissions.
 
An adequate history is required and must accompany sample submissions in order for a no-charge determination to be made for testing;otherwise, full charges will be applied for testing.
 
Necropsy costs on New York State contract cases are only partially subsidized by the New York State Department of Agriculture & Markets; the remaining costs are charged according to the Test & Fee Schedule.
 
Histopathology services are also subsidized by the state, incurring only the case fee
 
The following tests are not subsidized by the NYS contract and will always be billed according to the full charges  listed in the Test & Fee Schedule:

Charged Fees
A nominal case fee to cover processing is usually charged to each accession that qualifies for subsidized testing under the NYS contract.  This case fee will appear as a partial charge for tests done on each accession, to a maximum of $30.00.  (If the requested tests total less than $30.00 according to theTest & Fee Schedule, the lesser amount will be charged).

Accordingly, charges for tests of either individual animals or herds will not exceed $30.00 per accession, provided those tests are covered under the NYS contract(see above for exceptions).  Each additional accession, even if for the same case, will incur this charge.

Because the NYS contract does not cover testing in the disciplines listed above, these tests are always billed according to the full amounts listed in theTest & Fee Schedule, even if all other tests on that accession are covered under the NYS contract. For accessions with only non-contract testing, the case fee for processing will not be charged. Necropsies are only partially subsidized by the contract.  A total fee of no more than $80.00 will be charged for a contract necropsy, including ancillary subsidized testing such as Bacteriology and Serology (when requested on a single accession form).  If non-subsidized tests are also done on a necropsy case, the fees for these tests will be added to the $80.00 charge for the necropsy at the rates listed in theTest & Fee Schedule.
